Some of the country's most prominent health insurance companies have decided to stop offering new child-only plans, rather than comply with rules in the new health-care law that will require such plans to start accepting children with preexisting medical conditions after Sept. 23. The companies will continue to cover children who already have child-only policies. They will also accept children with preexisting conditions in new family policies. Nonetheless, supporters of the new healthcare law complain that the change amounts to an end run around one of the most prized consumer protections.

I can provide some specific insight into this, but will limit the depth of my comments to make it easier to understand.
Plain and simple, Health Care companies have always limited "child only" coverage because of the Pre-existing conditions issue, leading to extensive long term health care costs. It significantly drops thier "ROI", to they point where they do not meet thier per person revenue targets. When the truth is... they still make money providing care for children, the return on investment is just somewhere around 2 to 1.... whereas most greedy insurers are used to turning profits of approximately 7 to 1 on most patients. So here is the irony in all this discussion... none of these statistical analysis has anything whatsoever to do with the current legislation. It's a ploy used by big Health Care and carried forward by republican legislators at thier behest... to overturn the law. Like well paid, well dressed, media minions... whose pockets have been lined with cash for special motivation.. the republican contingent set about "The Hill", every TV talk show, and to anyone who will listen .. to push this stupid, very assanine, and totally untrue notion. How do I know this? .. I work in the industry currently with the largest insurer's in this country. It's hogwash.
So the joke long before this legislation has always been ... that children are a big risk because of hidden conditions, and are less profitable, yet still turn a buck.
